Every private reseller package includes free cPanel license:
Private Reseller ($49.95/month) includes free license up to 30 cPanel accounts and unlimited addon accounts.
Global Reseller ($99.95/month) with full root access and dedicated DNS includes Cloud cPanel license with CloudLinux Pro. You can host up to 30 separated accounts and unlimited cPanel addons (addon accounts). Accounts over 30 will cost $0.2 per cPanel account per month.
